Human Resources Training Officer - Posting Close Date September 23, 2021

Buncombe County Government is looking for an experienced trainer to join our organization as our HR Training Officer. The ideal candidate will be a confident public speaker who is up-to-date on the latest tools and resources needed to optimize learning programs, foster a culture of growth and development, and is skilled in using adult learning principles for instructional design and content delivery. This position would be a good fit for someone who keeps the employee experience front-and-center in everything you do, is detail-oriented, and knows the best work is a culmination of all the “small things”. We are looking for an action-oriented problem solver, who is comfortable working in a fast-paced and continuously changing environment with competing priorities.

Purpose: This position is responsible for identifying, developing, and facilitating training programs and initiatives for all levels of employment within Buncombe County.

Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s Degree in Human Resources or Education, and 4 years of full time experience in the direct development and delivery of training content. Preference will be given to those with Crucial Conversations/Accountability and DISC certifications. Additional training experience may be substituted for a bachelor’s degree.

Additional Training and Experience: SHRM-CP or CPLP, Train the Trainer, Sigma or Agile are preferred.

Essential Functions of the position:

  • Collaborates with the Manager of Leadership and Development, to deliver value-added service in the design, development, and delivery of Organizational Development initiatives that supports all levels within the organization.

  • Develops and implements programs that align with key business strategies, initiatives, and overall organizational health. Designs, delivers, and facilitates workshops, trainings, programs and train the trainer sessions in the classroom and virtual environment for ambassadors and/or leaders. Develops on-demand content, materials, support documentation, facilitator guides and blended learning approaches. Conducts formal training program assessments to measure effectiveness of training programs.

  • Provides recommendations for and makes changes to curriculum to improve quality of training programs.

  • Provides professional development coaching to all level employees. Supports leadership and management development programs through assessments, program facilitation and coaching.

  • Supports Buncombe County’s culture and values programs, including but not limited to recognition programs, employee engagement surveys, Be Well programming, etc.

  • Supports varying County training and education programs as needed; may include but not limited to: performance management programs, succession planning and leadership coaching.

  • Effectively administers software tools and systems to effectively manage programs and course content.

  • Performs other related duties as assigned.


Knowledge, Skills, Abilities:

  • Knowledge of learning styles of an adult learner.

  • Strong communications and presentation skills

  • Ability to create new training tools with minimal assistance.

  • Self-directed, has excellent initiative and organizational skills including experience in meeting deadlines.

  • Demonstrated ability to explain complex concepts in a clear and concise manner.

  • Excellent written and verbal communication and listening skills.

  • Highly proficient in Microsoft applications as well as self-motivated to learn other technologies that increase efficiencies.

  • Strong attention to detail with a high level of personal ownership and the ability to pull and analyze data. Ability to manage competing priorities.

  • Demonstrated ability to take initiative, work independently and influence internal partners at various levels within the organization to effectively make change recommendations. Builds and maintains strong relationships with all stakeholders.

  • Ability to look at the bigger picture within HR and the Organization.
